Yes, the license is MIT. You can use it pretty much however you want. It was pointed out to me that the current way ATL draws maps is inefficient under certain conditions, especially with multiple layers, so you may want to benchmark it and see if it meets your needs. I'm working on a much better rendering approach but as far as licensing goes you can definitely use it commercially.
