Kind of. It's compiz that's drawing an openGL surface on top of the wallpaper. Unlike older "live wallpapers" (which were actually just a video being looped), this allows you to use your desktop just like normal, with icons and whatnot.

I don't need to go start up my computer to take a screeny. 1024 by 780 pixels, a couple icons, basic GNOME prettieness, and a firefox background.
